Water Heater Application

Eligible Water Heater projects must:
  1. Install equipment from one of these three lists:
  2. Installed on or after March 15, 2025.
  3. Replace an existing gas-fired or electric resistance water heater.
  4.        Complies with City of San Francisco’s Building Codes and Permit Requirements.

  5. Utilizes new equipment (installed equipment cannot be refurbished, leased, or previously incentivized by SFPUC).

HVAC Application

Reminder that eligible HVAC projects must:
  1. Install equipment from one of these five lists:
  2. Installed on or after April 14, 2026.
  3. Remove or permanently decommission an existing primary heating system that is either gas-fired or electric resistance.
  4. Comply with City of San Francisco’s Building Codes and Permit Requirements if applicable.
  5. Utilize new equipment(installed equipment cannot be refurbished, leased, or previously incentivized by SFPUC).

Cooking Products Upgrade

Reminder that eligible equipment must:
  1. Install equipment on the ENERGYSTAR Certified equipment list for Electric Cooking Products
    -OR- be listed on CleanPowerSF's Additional Approved Equipment List.
  2. Installed on or after April 14, 2026.
  3. Replace a previously gas-fired appliance (electric-to-electric replacements are ineligible).
  4. Remove and permanently decommission the previous equipment.
  5. Comply with City of San Francisco’s Building Codes and Permit Requirements (as applicable).
  6. Utilize new equipment(installed equipment cannot be refurbished, leased, or previously incentivized by SFPUC).

Terms and Conditions 

Prospective program participants must agree to each section of the terms and conditions and sign below.

Water Heating Eligibility Requirements
By submitting this Application, CleanPowerSF Customer attests that their new water heater project meets the eligibility requirements below:
  • Is a product from one of these three lists:
  • Customer has enrolled in an Authorized Demand Response Program or enrolled their water heater in an Authorized Load Shift Program.
  • Customer has enrolled in, and stays enrolled in for the term of the bill credits, an electrification rate such as EV2-A or E-ELEC.
  • Water Heater was installed on or after March 15, 2025 and has not been previously incentivized by the San Francisco Public Utilities Commission.
  • Previous water heater was either a gas-fired water heater, or electric resistance water heater and has been removed or permanently decommissioned.
  • Installed equipment is new.
Space Heating Eligibility Requirements
By submitting this Application, CleanPowerSF Customer attests that their space heating project meets the eligibility requirements below:
  • Install equipment from one of these five lists:
  • Customer has enrolled in an Authorized Demand Response Program.
  • Customer has enrolled in, and stays enrolled in for the term of the bill credits, an electrification rate such as EV2-A or E-ELEC.
  • Heat Pump was installed on or after April 14, 2026 and has not been previously incentivized by the San Francisco Public Utilities Commission.
  • Previous primary heating equipment was either a gas-fired furnace, a gas-fired boiler, or an electric resistance heater and has been removed or permanently decommissioned.
  • Installed equipment is new.
Electric Cooking Eligibility Requirements
By submitting this Application, CleanPowerSF Customer attests that their new cooking equipment meets the eligibility requirements below:
  • Install equipment on the ENERGYSTAR Certified equipment list for Electric Cooking Product
    -OR- be listed on CleanPowerSF's Additional Approved Equipment List.
  • Cooking Equipment was purchased on or after April 14, 2026 and has not been previously incentivized by the San Francisco Public Utilities Commission.
  • Previous clothes dryer was gas-fired and has been removed or permanently decommissioned.
  • Installed equipment is new.
Clothes Dryer Eligibility Requirements
By submitting this Application, CleanPowerSF Customer attests that their new clothes dryer upgrade meets the eligibility requirements below:
  • Install equipment on the ENERGYSTAR Certified equipment list for Electric Clothes Dryers-OR- be listed on CleanPowerSF's Additional Approved Equipment List.
  • Clothes Dryer was purchased on or after April 14, 2026 and has not been previously incentivized by the San Francisco Public Utilities Commission.
  • Previous clothes dryer was gas-fired and has been removed or permanently decommissioned.
  • Installed equipment is new.
Gas Removal Eligibility Requirements
By submitting this Application, CleanPowerSF Customer attests that their gas meter was removed on or after April 14, 2026 and has not been previously incentivized by the San Francisco Public Utilities Commission.
Permitting Requirement
All project equipment, installation, and work performed must meet all city and county ordinances, building codes and permit requirements. Participants that are out of compliance with permitting requirements such as having an expired permit or an unresolved correction notice may have their bill credits paused until they are back in compliance.

The SFPUC may share your address with the San Francisco Department of Building Inspection (DBI) in furtherance of city permitting requirements.

By applying to this program, you agree for the Program to share your address with the Department of Building Inspection.
Bill Credits Detail
Funding is available on a first-come-first served basis for qualified applicants and is subject to the availability of funds. Credits will be reserved for the full duration of eligibility only upon the City’s approval and execution in accordance with the Program Rules. Bill Credits will be applied once Program requirements are met and upon Project verification by the City as set forth in the Program Rules. The City reserves the right to modify or cancel the Bill Credits if the actual measures installed differ from the specification of measures contained in this Application, the Project is found to not have met permit requirements, or for any other failure to comply with the Program Requirements such as enrollment in a non-compliant electric rate or failure to permanently disable applicable gas equipment.

Bill credits are associated with both the physical address of the Equipment and the Customer account and are non-transferrable in the event of a relocation or a change in the account holder.

I understand that participation in this Program is subject to availability of funds and that the application alone does not guarantee receiving Bill Credits from the SFPUC.
Limitation of Liability
Except for the Bill Credits outlined in this Program, SFPUC shall have no liability for any Customer costs arising from the installation of or removal of any appliances installed as a result of participation in this Program.

SFPUC MAKES NO REPRESENTATION OR WARRANTY, EXPRESS OR IMPLIED, REGARDING MANUFACTURERS, DEALERS, CONTRACTORS, MATERIALS OR WORKMANSHIP. SFPUC MAKES NO WARRANTY, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION THE IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR ANY PARTICULAR PURPOSE, USE, OR APPLICATION OF THE PRODUCTS OR SOLUTIONS. APPLICANT AGREES TO INDEMNIFY, HOLD HARMLESS AND RELEASE, TO THE EXTENT PERMITTED UNDER APPLICABLE LAW, SFPUC, THE CITY AND COUNTY OF SAN FRANCISCO (CCSF), THE OFFICERS, COMMISSIONERS, SUPERVISORS, AGENTS AND EMPLOYEES OF EACH OF THEM, FROM AND AGAINST ALL CLAIMS, DEMANDS, LOSSES, DAMAGES, COSTS, EXPENSES, AND LIABILITY (LEGAL, CONTRACTUAL, OR OTHERWISE), WHICH ARISE FROM OR ARE IN ANY WAY CONNECTED WITH THE APPLICANT’S PARTICIPATION IN THE PROGRAM, INCLUDING, BUT NOT LIMITED TO (1) INJURY TO OR DEATH OF PERSONS, INCLUDING BUT NOT LIMITED TO EMPLOYEES OF CCSF, A CUSTOMER, OR APPLICANT; (2) INJURY TO PROPERTY OR OTHER INTERESTS OF CCSF, CUSTOMERS, APPLICANT, OR ANY THIRD PARTY; (3) VIOLATION OF LOCAL STATE OR FEDERAL COMMON LAW, STATUTE OR REGULATION, INCLUDING BUT NOT LIMITED TO ENVIRONMENTAL LAWS OR REGULATIONS; OR (4) STRICT LIABILITY IMPOSED BY ANY LAW OR REGULATION. IN NO EVENT SHALL CCSF BE LIABLE FOR ANY SPECIAL, INCIDENTAL, INDIRECT OR CONSEQUENTIAL DAMAGES, INCLUDING, WITHOUT LIMITATION, LOSS OF PROFITS OR COMMITMENTS TO SUBCONTRACTORS, CUSTOMERS, AND ANY SPECIAL, INCIDENTAL, INDIRECT OR CONSEQUENTIAL DAMAGES INCURRED BY APPLICANT.
Customer Acknowledgement
By executing this Application, I (the Customer) certify that:

(i) I have read, understand, and agree to be bound by the Terms and Conditions in this Application and the Go Electric Program Rules published on the CleanPowerSF Website,

(ii) I meet all of the program eligibility requirements,

(iii) the information I have provided to the City in this application, is accurate, truthful, and complete. I acknowledge that information found to be false or misleading is grounds to modify or cancel bill credits, require repayment of past bill credits, and/or may result in removal from current and future programs offered by CleanPowerSF and/or Hetch Hetchy Power, and

(iv) I am duly authorized to execute this Agreement.

By using this Application form and signing electronically, I agree and understand that this electronic signature is the legal equivalent of my handwritten signature.
