Generator Interconnection applications are required for all Generating Facilities and Energy Storage Devices (batteries) that will interconnect with utility provided electric service. Submission of this Generator Interconnection Application begins Hetch Hetchy Power’s assessment of electrical system needs and capacity related to the proposed interconnection request. It does not guarantee that SFPUC will be able to accommodate the request or provide Net Energy Metering service. Net Energy Metering must be applied for separately.

Distribution Grid Mechanism

SFPUC provides electric service to customers through two Distribution Grid mechanisms. Depending upon which mechanism applies to the service account and the generators point of interconnection, the interconnection application and agreement will be handled as described below. Third-party Owned Distribution Grid:

Customers must submit this application and the SFPUC will then help facilitate the Wholesale Distribution Tariff (WDT) interconnection review process performed by PG&E on the customer's behalf to obtain the required PG&E Generator Interconnection Agreement. Note, line side taps will not be accepted for projects on Third-party Owned Distribution Grid.

(Examples: City Hall, San Francisco Municipal Transportation Agency, In-fill affordable housing facilities)

SFPUC Owned Distribution Grid:

Customers must submit this application and the SFPUC will then work with the customer directly to facilitate a required SFPUC Generator Interconnection Agreement. Note, line side taps will not be accepted for projects on Third-party Owned Distribution Grid (PG&E), however, line side taps may be accepted for projects on existing buildings served by SFPUC Owned Distribution Grid pending a technical review.

Variances from PG&E's Distribution Interconnection Handbook (DIH) and Greenbook Requirements

Where Hetch Hetchy Power utilizes PG&E's electric distribution network to provide electricity to customers, generating facilities must meet PG&E requirements documented in the Distribution Interconnection Handbook (DIH) and the Greenbook . Where Hetch Hetchy Power owns or controls the Distribution network to provide electricity to the customer, customer's generating facilities must comply fully with the requirements of the City and County of San Francisco, San Francisco Public Utilities Commission, Power Enterprise, Rules and Regulations Governing Electric Services" which can be found at www.sfpuc.gov/ElectricRules, This generally requires the customer generating facility to meet or exceed PG&E requirements in the DIH and Greenbook. Review these documents and indicate whether:

The facility meets both the DIH and Greenbook requirements and does not require a variance requestThe facility does not meet all the DIH and Greenbook requirements and requires a variance request

If variance request is required, include the following documentation:
(1) description of the proposal for which a variance is required;
(2) copy of the single line diagram or electrical drawings, including equipment, location, and/or distances for the proposed work;
(3) color photos of the proposed site;
(4) manufacturer specification drawings for unapproved equipment that the customer is requesting an approval

The SFPUC is unable to make any guarantees as to achieving PTO deadlines, particularly where Points of Interconnection are on the PG&E distribution grid. It is the Applicant’s responsibility to provide ample time for Interconnection document processing and Inspection scheduling.
